However, the problem may be in defining 'needy'.

I ran into this a few years ago when I wanted to thank the Open University where I got my degree by sponsoring a student. I thought it would be simple but it was not at all. I struggled with various definitions knowing that it had to be something easy to measure. I thought about no car but there are places in the country where this is essential. I thought about no internet but this is often a requirement to study with the OU.

Eventually I hit upon something that nobody ever actually 'needs' that would define someone as genuinely needy - someone sufficiently hard up not to have a television. Now I did not think that this would be that difficult to find. For instance, I have never personally owned a tv but believe it or not, ten years later the university have not found a single candidate.
