What that means is the president directs the EPA, Coast Guard, etc. to do the cleanup. The Trust Fund was established after the Exxon Valdez tanker spill, and its funds are used to finance cleanups. My sister got an email like this once. She was to give this person her banking information etc. so they could "direct deposit" the money. However, she wrote them back and let them have it about it being illegal and all and that she was going to turn them in etc. Needless to say she never got another email from them again. And the person who had died and left all of this money behind had the same last name as her but there was no relation what so ever.It's a scam, I would just ignore them.
