I know it doesn't sound "right," but the economy of a town can suffer greatly if there are too many "undesirables" walking around. People will not want to work, vacation, visit, etc. a town that is full of homeless people. They will take their money elsewhere.Many homeless are mentally ill, and if they can get the treatment they need, they may live a productive life as a contributing citizen and decrease the homeless population.

Well.... 1) Yes. If the Feds don't finance it probably no one else will because it will not be a big earner.2) Federal funding should be used for implantation surgery because then they can get a job and be more productive citizens. They wouldn't have to be on SSI possibly if it is a good enough recovery to live a much more normal life. I think anything that can help someone that is handicapped, such as someone that is totally deaf, is a good investment.
