THE ONLY way to qualify initially for this funding is if the project has NO negative impact on the US Economy, cannot result in the closing of or reduction of a US workforce and cannot fall within a sector that has experienced significant job loss in the U.S. within the past decade.

This is financing for US companies to do business in these countries, so it gives jobs to US Citizens when those companies are able to do business overseas.

I don't understand why you would want to take the risk of investing in an African country when there are plenty of emerging markets that are much more "investment capital friendly". A place like India or Taiwan or South Korea is, in my opinion, infinitely superior to just about any country in Africa (except for maybe South Africa) because most of that continent doesn't have any sort of legal system or property rights.
