Yes it is appropriate on both counts. Governments such as the US are really giving money to fund our own education and show our appreciation of another's work. I know that may sound funny, but it's about pride. For companies, funding something like a museum is about more than just helping to provide a public building; it allows for a company to get a good reputation for caring about the community to donate that much money, and it also is a form of advertising that lasts a while - and people who actually care about the museum will be much more likely to return to the company with patronage because the company cared enough to help out this or that museum. This also goes for things like NPR, PBS and the like. For instance, I may be more willing to purchase a PC and run a Microsoft program because I hear many times that the Bill and Melinda Gates foundation helps to sponser something on NPR, rather than a Mac. I suppose a better example would be that I would be more willing to use UPS rather than Fedex... same reason though.

Perhaps someone can help me out by telling me the clause in the Constitution that gives Congress the authority to spend public monies on the arts. I seem to keep missing it...

Well every penny the govt spends it "doesn't earn". The govt doesn't earn money, it takes it from the citizens.

And why cut only funding for arts and humanities? The arts make up a very tiny amount of govt spending. Almost nothing compared to military spending and entitlement programs such as Social Security, Welfare, Medicaid and Medicare, etc. Spending on the arts is like a drop of water in the ocean.

Government should protect us from threats common and domestic, run the military, federal courts, prisons, police etc. Art is not government business.

The government should not regulate corporations. They can spend their money any way that the owners(board of directors) see fit.
