How old are you? Put 35% in your target date retirement fund. Artisian Mid Cap has a good record. Put 15% in it. 15% in Loomis Sayles Small Cap Fund. 10% in T Rowe Price Emerging Markets. 5% in Real Estate Securities Fund. Rest in Growth Fund of America. Not my favorite American Fund but not bad.

I agree Morningstar.com would be a good place to start and compare funds. IMO, the stock and bond market is sick and will take some time to recover. If you watch your values rise and fall too much, it will be a bumpy ride for the next several months. That is not all bad for the long term investor such as 401-K with good job security not needing the funds anytime soon. You will be purchasing in a "dollar cost averaging way." That should balance out your purchasing opportunities. Do you have the option of a 401K ROTH? If so, that is likely your better choice.
Find out what it the minimum contribution by you to get the MAXIMUM company matching contribution (sharing). Do NOT invest more than that, but certainly do invest that amount.
Take the rest of your retirement funds and consider a ROTH IRA which you invest with more choices and controled by you AFTER you do more homework.

Whatever you select out of these four should NOT exceed 10 per cent of your allocation without very good reason. They all fall under the classification "International".

Royal Total Return K needs more research as it is not listed in GOOGLE nor Morningstar. I searched Royal Total Return and Royal Total return K. What company issued the fund or manages it.

RidgeWorth Small Cap Growth fund I needs to be reviewed very carefully as Small Capitalization companies are out of favor currently IMO. This one seems only about average for the category. I would NOT exceed 15% of my allocation in the category. This fund is NOT on my radar, so I would be tempted to minimize any investment in it.
Not investing in this fund is certainly an option.

Fidelity Advisor Leveraged Co Stk -T is well rated by Morningstar. I am slightly invested in this one and have been disappointed in the results so far. In a rising market, this may be a winner. The question is how soon will we see a rising market again.

Right now Bond funds are in trouble due to price fluxuation. Look very carefully at the Guaranteed Certificate fund to learn if you can move money out of it easily as well as the interest rate it pays.

If you want advice on how to allocate ...

Vanguard Total Stock Market Index (30%) - This is your index fund which should do as well as the market and will be comprised of mostly large cap stocks.

Vanguard Total Bond Market Index Fund (5-10%) - A little bit of bonds won't hurt

Laudus Rosenberg US Small Cap (25-30%) - This will be your small cap stock fund.

Fidelity Spartan International Index and American Funds EuroPacific Growth Fund - (20 & 20%) - Global growth will exceed US growth over the rest of most of our lifetime, so having 40% exposure to international funds is a good idea.

I wouldn't worry about the market right now if I was you and looking at a ~20 year time horizon.

It is, but you shouldn't invest 100% of your 403(b) account in it. A diversified portfolio needs some large-cap domestic equity investment, international investment (like the one you cite) and some fixed income (bond) investment. Since you are young, you should probably have about 80% in stocks and 20% in bonds. Of that 80% in stocks, 30-40% of it should be in the international area.

If you want a "set it and forget it" option, choose the target retirement date fund. Otherwise, you'll have to decide just how conservative you want to be. Decide on your asset allocation before your zero in on the particular funds. You'll want large-cap domestic stocks, international stocks, perhaps some mid-cap exposure and investment-grade bonds. The trick is figuring out the allocation that you're comfortable with - but don't be too conservative as you still have a long way to go before retirement.
