What you'll want to do is look at the fees for international students on the website for the school that you're interested in. Each college is different. Usually, after living in a certain state for a year, you can get residency, and therefore pay a lesser tuition at many schools within that state. Then you can look at the tuition for in-state students at the university's website. Public/state universities have in-state tuition for students from that state, and another more expensive set of fees for out-of-state students and international students. With private universities, that may not always be the case, and they are typically much more expensive.You'll want to look into how to get residency tuition more closely for whatever state you go to.
I'm pretty sure that most university sites have their own international student page where you can find out about scholarships they offer specifically to internationals. I believe that it is also possible for you to fill out a FAFSA form (Free Application for Federal Student Aid) as an international student. http://studentaid.ed.gov/PORTALSWebApp/students/english/intl.jsp
By filling out a FAFSA, the university you apply to will recognize your financial need and will award you scholarships and/or loans accordingly. Outside of federal aid, the university may have scholarships funded by private endowments that they award to international students who have need, or are of a particular academic standing, or have a specific interest, or skill in sports.
Usually, when looking at a school's tuition page, they include the price of housing and other fees right along with it, so you don't have to dig too hard figure all of your university costs out. Meal plans may also be calculated into this total. Other expenses, i.e. shopping/travel/dining out, are obviously separate.

Black history month is to acknowledge and celebrate the many many contributions African Americans have made to make this country what it is today. For the most part TV has been WET. The colleges are mostly white colleges or predominately white. Sometimes black people create things for themselves because they are not welcome in things that are dominated by whites or they feel they don't get a fair shake in predominately white situations.I will agree that Blacks are allowed to say things about Whites that would never be allowed for a white person to say about Blacks. This is especially true in comedy. It is ok to say over and over that White people this and white people that", but whites cannot say Black people this and black people that: which I think is very unfair.
Unfortunately racism is a two way street, and it is still alive an well in the US. We still need frank talk about these things.
